Decree allowing Jews to return

Persia conquers Babylon. Isaiah had prophesied: “Cyrus is my shepherd and will accomplish all that I please.” Cyrus’s policy: let captive peoples return home. Decree in Ezra: “The LORD has charged me to build him a house at Jerusalem.” Return is voluntary; many stay (diaspora begins).
